Our friend Ellen came over with her baby, Henrietta, and Howard was completely fascinated with everything about her. Since Howard is usually the one sitting in laps, and is the the only one of our dogs that doesn't mind getting carried, and Henrietta was about his size, I think he might have just been confused about exactly what she was.
